Govt workers want DA to be merged with salary

Government employees have asked the Centre to consider merging dearness allowance with their pay, arguing that the Sixth Pay Commission -- quite like the Centre -- could not have anticipated the high inflation that has eroded real wages over the last decade.

Since 2006 – when the recommendations of the last pay commission came into force – the dearness allowance has increased to 90%, a reflection of the high inflation environment that employees have to cope up with.

The demand was made at a preliminary meeting held between the department of personnel and the employee representatives to discuss the proposed Seventh Pay Commission announced by Prime Minister Manmohan Singh in September.

Congress media department chief Ajay Maken had asked the Prime Minister to announce the next pay commission in March this year. Writing in his capacity as a cabinet minister, Maken had also argued for a liberal increase in the salaries of government officials to attract and retain talent.

Representatives of government employees weren’t as optimistic.

Umraomal Purohit, secretary, staff side, however, did stress on the merger of dearness allowance (DA) with the basic pay. Purohit said that the sixth pay commission did not recommend merger as they could not have anticipated a high rate of inflation which resulted in employees being granted a 90% rate of DA.

Purohit and other representatives also emphasised that a system should be put in place to ensure that anomalies created due to recommendations of pay commissions should be resolved within a year of the implementation of the report.

Government sources said the pay commission could be notified over the next two months or so, well before the model code of conduct for the general elections kicks in. Also, the Centre is expected to give the panel enough time to prepare its report in the hope that the government would be a lot more comfortable vis-a-vis the fiscal deficit by the time the panel submits its report.

Mamata announces 6% DA, CPM protests procedure

Calcutta, Nov 20 (PTI): West Bengal Chief Minister Mamata Banerjee on Wednesday announced an additional instalment of dearness allowance for state government employees, sparking protests by the Opposition CPI-M and Congress.

Mamata, who appeared in the House to give a statement on the price rise situation during question hour, said that despite all the financial constraints the state was facing, the employees would get a six per cent increase in DA from January 2014.

War of words broke out between the Chief Minister and Leader of Opposition and CPI(M) member Surjya Kanta Mishra, who contended that Mamata was not following the Assembly rules in making the statement as it also required a debate amongst all parties.

Mishra also said that the Chief Minister came to the House for a statement on the price rise, but announced DA rise for the state government employees. Mamata contested it and said the issues were related.

The Chief Minister said she should not be guided by the Leader of the Opposition on what is to be done and asked the Speaker to allow Mishra to speak for some time.

Speaker Biman Banerjee interrupted and said under the Assembly rules, the Chief Minister can make a statement in the House on any important matter and no question should be asked while the statement was being made.

At this point Subrata Mukherjee, a member of Mamata’s Trinamul Congress party, intervened to say that Mishra's intention was clear and aimed at interrupting the Chief Minister, which is condemnable.

It was very much within the rules and conventions of the Assembly, he asserted.

While Mamata was blaming the Centre and its policies for causing the rise in prices of essential commodities, Congress members stood up shouting and asked the Speaker to allow them to speak, which was not entertained.

They subsequently walked out.

Apparently annoyed, Mamata said that neither the Congress, the CPM nor the BJP would form the government at the Centre.

Mamata said people are fed up with the Centre and regional parties would form the government.

She also said the state government would supply certified potato seeds to 30,000 farmers in the four districts of Hooghly, Burdwan, West Midnapore and Birbhum at much lower rates than what procured from Punjab.

The seeds were being developed by scientists in the state, she said. “This was a baby step and let us see the result,” she said.

Mamata said that efforts were also being made to develop seeds of other vegetables like onion.

West Bengal also needed to be self-sufficient in fish and egg supplies and become less dependent on other states and do away with the transportation costs, she added.

The chief minister also announced that 100,000 tonnes of potato would be sent to Odisha as the situation was grave there.

She said that potato prices were higher in Tripura than West Bengal.

Mamata also demanded that the Centre devolve 70 per cent of the total tax collection from West Bengal to the state.

Dear Sirs,

Dearness Allowance for Workmen and Officer Employees in banks for the months of November, December 2013 & January 2014 under IX BPS/Joint Note dt. 27.4.10

The confirmed All India Average Consumer Price Index Numbers for Industrial Workers (Base 1960=100) for the quarter ended September 2013 are as follows:-

July 2013 5364.09
Aug 2013 5409.74
Sept 2013 5432.56

Consequently, dearness allowance to employees is payable for 641 slabs for the period November, December 2013 & January 2014 i.e. an increase of 48 slabs over the current level.

In terms of clause 7 of the 9th Bipartite Settlement dated 27.04.2010 and clause 3 of the Joint Note dated 27.04.2010, the rate of dearness allowance payable to workmen and officer employees for the months of November, December 2013 & January 2014 shall be 96.15% of 'pay'. While arriving at dearness allowance payable, decimals from third place may please be ignored.

We advise banks to pay the difference between the old and revised salary and allowances to officers on an ad hoc basis, pending amendments to Officers' Service Regulations.

Consumer Price Index Numbers for Industrial Workers (CPI-IW) September 2013

According to a press release issued by the Labour Bureau, Ministry of Labour & Employment the All-India CPI-IW for September, 2013 rose by 1 points and pegged at 238 (two hundred and thirty eight). On 1-month percentage change, it increased by 0.42 per cent between August and September compared with 0.47 per cent between the same two months a year ago.

The largest upward pressure to the change in current index came from Miscellaneous group contributing 0.44 percentage points to the total change. At item level, Arhar Dal, Goat Meat, Dairy Milk, Milk (Cow & Buffalo), Pure Ghee, Snack Saltish, Tea Leaves, Onion, Electricity Charges, Firewood, College Fee, Secondary School Fee, Petrol, Bus Fare, Tailoring Charges etc. are responsible for the rise in index. However, this was compensated to some extent by Wheat, Groundnut Oil, Mustard Oil, Poultry, Ginger, Vegetables and Fruit items, putting downward pressure on the index.

The year-on-year inflation measured by monthly CPI-IW stood at 10.70 per cent for September, 2013 as compared to 10.75 per cent for the previous month and 9.14 per cent during the corresponding month of the previous year. Similarly, the Food inflation stood at 13.36 per cent against 13.91 per cent of the previous month and 11.00 per cent during the corresponding month of the previous year.

At centre level, Labac Sichar recorded the highest increase of 9 points each followed by Varanasi and Vishakhapattnam (7 points each) and Bhilwara, Tripura and Darjeeling (6 points each). Among others, 5 points rise was registered in 3 centres, 4 points in 2 centres, 3 points in 7 centres, 2 points in 14 centres and 1 point in 15 centres. On the contrary, Goa reported a decline of 8 points followed by Godavarikhani (7 points), Bhavnagar (5 points) and Nagpur and Ahmedabad (4 points each). Among others 3 point decline was observed in 2 centres 1 point in 6 centres. Rest of the 15 centres’ indices remained stationary.

The indices of 39 centres are above All-India Index and other 38 centres’ indices are below national average. The index of Ajmer centre remained at par with all-India index.

The next index of CPI-IW for the month of October, 2013 will be released on Friday, 29 November, 2013. The same will also be available on the office website www.labourbureau.gov.in.

Consumer Price index Numbers for Industrial Workers (CPI-IW) August 2013

According to a press release issued by the Labour Bureau, Ministry of Labour & Employment the All-India CPI-IW for August, 2013 rose by 2 points and pegged at 237 (two hundred and thirty seven). On 1-month percentage change, it increased by 0.85 per cent between July and August compared with 0.94 per cent between the same two months a year ago.

The largest upward pressure to the change in current index came from Food group contributing 1.58 percentage points to the total change. At item level, Rice, Wheat, Wheat Atta,Goat Meat, Dairy Milk, Milk (Cow & Buffalo),Onions, Chillies Green, Tea (Readymade), Firewood, Doctors Fee, Private Tution Fee. Secendory School Books, Petrol, Tailoring Charges are responsible for the rise in index. However, this was compensated to some extent by Groundnut Oil, Fish, Fresh Vegetables and Fruit items, putting downward pressure on the index.

The year-on-year inflation measured by monthly CPI-IW stood at 10.75 per cent for August, 2013 as compared to 10.85 per cent for the previous month and 10.31 per cent during the corresponding month of the previous year. Similarly, the Food inflation stood at 13.91 per cent against 14.10 per cent of the previous month and 12.20 per cent during the corresponding month of the previous year.

At centre level, Chindwara recorded the highest increase of 8 points each followed by Jalpaiguri and Siliguri (7 points), Durgapur (10 points) and Ranchi, Hatia, Nagpur, Kolkata, Asansol and Tiruchirapally (6 points each). Among others, 5 points rise was registered in 8 centres, 4 points in 6 centres, 3 points in 12 centres, 2 points in 13 centres and 1 point in 19 centres. On the contrary, Goa reported a decline of 5 points followed by Ernakulam, Quilon and Surat (2 points each) and 3 other centres by 1 point each. Rest of the 6 centres’ indices remained stationary.

The indices of 39 centres are above All-India Index and other 38 centres’ indices are below national average. The index of Tiruchirapally centre remained at par with all-India index.

The next index of CPI-IW for the month of September, 2013 will be released on Thursday, 31 October, 2013. The same will also be available on the office website www.labourbureau.gov.in.

EXPECTED DA JANUARY 2014-AICPIN FOR THE MONTH OF JULY 2013

According to a press release issued today by the Labour Bureau, Ministry of Labour & Employment the All-India CPI-IW for July, 2013 rose by 4 points and pegged at 235 (two hundred and thirty five). On 1-month percentage change, it increased by 1.73 per cent between June and July compared with 1.92 per cent between the same two months a year ago.

The largest upward pressure to the change in current index came from Food group contributing 1.99 percentage points to the total change. At item level, Rice, Fish Fresh, Goat Meat, Milk, Onions, Chillies Green, Potato, Tomato & other Vegetables. Electricity Charges, Firewood, Bus Fare, Petrol, etc. are responsible for the rise in index. However, this was compensated to some extent by Groundnut Oil, Primary and secondary School Fees putting downward pressure on the index.

The year-on-year inflation measured by monthly CPI-IW stood at 10.85 per cent for July, 2013 as compared to 11.63 per cent for the previous month and 9.84 per cent during the corresponding month of the previous year. Similarly, the Food inflation stood at 14.10 per cent against 14.86 per cent of the previous month and 11.27 per cent during the corresponding month of the previous year.

At centre level, Giridih recorded the highest increase of 16 points each followed by Kodarma (11 points), Durgapur (10 points) and Jharia, Surat, Ghaziabad and Godavarikhani (9 points each). Among others, 8 points rise was registered in 7 centres, 7 points in 6 centres, 6 points in 10 centres, 5 points in 6 centres, 4 points in 7 centres, 3 points in 8 centres, 2 points in 6 centres, and 1 point in five centres. On the contrary, Faridabad reported a decline of 6 points followed by Madurai (5 points), Coonoor (3 points), Tiruchirapally (2 points) and 5 other centres by 1 point each. Rest of the 7 centres’ indices remained stationary.

The indices of 38 centres are above All-India Index and other 38 centres’ indices are below national average. The index of Jabalpur and Ghaziabad centre remained at par with all-India index.

The next index of CPI-IW for the month of August, 2013 will be released on Monday, 30 September, 2013. The same will also be available on the office website www.labourbureau.gov.in.

Consumer Price Index Numbers for Industrial Workers (CPI-IW) June 2013

According to a press release issued today by the Labour Bureau, Ministry of Labour & Employment the All-India CPI-IW for June, 2013 rose by 3 points and pegged at 231 (two hundred and thirty one). On 1-month percentage change, it increased by 1.32 per cent between May and June compared with 0.97 per cent between the same two months a year ago.

The largest upward pressure to the change in current index came from Food group contributing 2.98 percentage points to the total change. At item level, Rice, Fish Fresh, Eggs (Hen), Poultry (Chicken), Milk, Onion, Ginger, Chillies Green, Potato, Tomato & other Vegetables, Tea Leaf, Tea (Readymade), Bidi, Cigarette, Electricity Charges, Doctor’s fee, Medicine (Allopathic), Petrol, etc. are responsible for the rise in index. However, this was compensated by Wheat, Groundnut Oil and Mustard Oil putting downward pressure on the index.

The year-on-year inflation measured by monthly CPI-IW stood at 11.06 per cent for June, 2013 as compared to 10.68 per cent for the previous month and 10.05 per cent during the corresponding month of the previous year. Similarly, the Food inflation stood at 14.86 per cent against 13.24 per cent of the previous month and 10.45 per cent during the corresponding month of the previous year.

At centre level, Pune, Bhilai and Guntur recorded the highest increase of 8 points each followed by Jalpaiguri, Asansol, Mumbai, Bokaro, Siliguri and Kanpur (7 points each) and Warrangal and Vijaywada (6 points each). Among others, 5 points rise was registered in 9 centres, 4 points in 8 centres, 3 points in 12 centres, 2 points in 15 centres, and 1 point in 14 centres. On the contrary, a decline of 1 point each was recorded in Amritsar and Coimbatore centres. Rest of the 7 centres’ indices remained stationary.

The indices of 39 centres are above All-India Index and other 38 centres’ indices are below national average. The index of Bhilwara centre remained at par with all-India index.

The next index of CPI-IW for the month of July, 2013 will be released on Friday, 30 August, 2013. The same will also be available on the office website www.labourbureau.gov.in.
