UBFU to go on two-day strike from January 20

The United Forum of Bank Unions ( UBFU) have called a strike on January 20 and 21, 2014. Around two lakh employees of Rural Bank have also announced to extend their support in the two-day strike.

Scores of bank employees representing 30 bank unions staged a demonstration during the day in front of Punjab National Bank, Birhana Road branch on Monday. Addressing to the bank employees, secretary UP Bank Employees Union, Sudhir Sonkar claimed that the tenth wage revision was due since November 1, 2012 whereas UFBU and Indian Bank Association had convened six rounds of talks and only two points - effective date of wage revision and merger of dearness allowance with 444 consumer price index - were agreed upon.

Sudhir told the demonstrators that institutional expenses of banks amounted to Rs 56,292 crore on March 31, 2012 and that the Indian Bank Association had proposed to enhance the salary at the rate of 5 percent i.e to give Rs 1,575 crore before the December 18 strike.

The banks were under stress due to the rise in pension cost and bad debts therefore they could not propose for higher wage revision IBA had claimed. Sonkar claimed that bank's plea did not have any base for protest as they had earned a gross profit of Rs 1,16,458 crore and after deducting the bad debts they had cornered a net profit of Rs 48,780 crore. Therefore, pleas that banks were bearing the burden of rising inflation and pension service was wrong whereas, the real reason was bad debts in which industrial houses had abstained from repaying loans. Bank employees were not responsible for that. Banks had given around 17.5 percent benefit to its employees by releasing Rs 48.18 crore in the ninth wage revision. Thereafter, an enhancement of 5 percent in wage revision was not called for.

Rajneesh Gupta, president of union, stated that the Central government was busy in framing policies which were not in the interest of the banking industry. The government was proposing to pass the management in the hands of private sector, issuing licenses to industrial houses for opening banks, giving permission to foreign banks to over take Indian banks , giving more relief to debtors, and putting loans of corporate sectors in bad debts. He demanded that strict measures must be taken to recover bad debts and bring all the private and foreign banks under the ambit of public sector banking.

The Convenor of United Forum of Bank Unions (UFBU) has served a notice of strike dated 2nd December 2013 informing us of their decision to go on a All India strike on 18th December 2013. A copy of the Notice listing their demands is enclosed.


In the event of the strike materializing on the 18th December 2013, we request you to take necessary steps/action including enforcing wage cut as may be necessary as per extant Government guidelines and guidelines issued by IBA from time-to-time and our circular No.PD/CIR/76/Q/177 dated 3rd May, 1993 and our circular no.CIR/HR&IR/76/Q/2009-10/1224 dated 25th August 2009. Please also advise all your branches/offices to prominently display a suitable notice regarding the proposed strike on 18th December 2013 for the benefit of customers and the general public.

We note to keep member banks informed of developments arising out of conciliation proceedings, if any, which may be initiated by the Conciliation Officer.

Dearness Allowance for Workmen and Officer Employees in banks

Dearness Allowance for Workmen and Officer Employees in banks for the months of November, December 2013 & January 2014 under IX BPS/Joint Note dt. 27.4.10

The confirmed All India Average Consumer Price Index Numbers for Industrial Workers (Base 1960=100) for the quarter ended September 2013 are as follows:-

July 2013 5364.09
Aug 2013 5409.74
Sept 2013 5432.56

Consequently, dearness allowance to employees is payable for 641 slabs for the period November, December 2013 & January 2014 i.e. an increase of 48 slabs over the current level.

In terms of clause 7 of the 9th Bipartite Settlement dated 27.04.2010 and clause 3 of the Joint Note dated 27.04.2010, the rate of dearness allowance payable to workmen and officer employees for the months of November, December 2013 & January 2014 shall be 96.15% of 'pay'. While arriving at dearness allowance payable, decimals from third place may please be ignored.

We advise banks to pay the difference between the old and revised salary and allowances to officers on an ad hoc basis, pending amendments to Officers' Service Regulations.

Finmin Orders: Fixation of salary in Public Sector Banks to re-employed ex-servicemen

Please refer to your D.O. No 12(35)1211/D(Res-I) dated 24/04/2012 regarding grievances of ex-servicemen re-employed in Public Sector Banks for fixation of their salary in banks.

2. In this connection, I would like to mention that the Department of Financial Services had circulated instructions/directions/Circulars such as of the DoP&T’s earlier OM No. 3/19/2009-Estt.Pay II dated 8.11.2010 as well as the Ministry of Defence (MOD)’S letter No.1(4)/2007/D(Pen/Policy) dated 09.02.2011 to all Public Sector Banks(PSBs)/Financial Institutions (FIs) and Insurance Companies (ICs) for compliance.

3. The Indian Banks’ Association (IBA) sought clarification from DFS on re-fixation of pay to ex-servicemen re-employed in their Public Sector Banks on or alter 01.01.2006. Based on DoP&Ts O.M. dated 8.11.2010, it was pointed by this Department vide its letter No. 4/1/2010-SCT (B) dated 23.03.2012 that Ex-servicemen re-employed in banks who retired on/or after 01.01.2006 are eligible to pay fixation in banks based on the pay drawn by them at the time of discharge from the Defence Services which would include band pay plus grade pay but it does not include MSP. As it created confusion among banks over uniform implementation of the DoP&T’s Office Memorandum dated 08.11.2010 the circulars war treated as withdrawn.

4. It has therefore been reiterated that DoP&T’s above instructions may be followed in letter and sprit.

Guidelines to Streamline Pension Payment Issued; Banks Advised to Formulate Pension Friendly Measures

Guidelines regarding dealing with pension related matters have been issued by Reserve Bank of India (RBI) vide their circular dated 1.10.2008. These guidelines, inter-alia, stipulate that to streamline pension payment arranged in banks, it would be necessary to establish and operationalise the Central Pension Processing Centers (CPPCs) at an early date. The arrangement of disbursement of pension through the CPPCs would entail following advantages:

A centralized pension cell in a bank would be in a position to; (a) focus exclusively on pension matters; (b) acquire expertise in payment and calculation matters; (c) interact as a single window with the Government Departments; and (d) ensure accuracy and speedy payments every month and thus avoid innumerable complaints from the pensioner.

Further banks have also been advised to formulate following pensioner friendly measures:-

(i) Consequent on establishment of the CPPCs, pension payment branch would not have any pension related papers and therefore would not be able to settle pensioners’ complaint directly. Banks should evolve a system so that the pensioners have a regular forum for interaction and settlement of grievances;

(ii) At locations outside the CPPC there should be designated nodal Officers for pension related complaints who should be easily accessible to the pensioners and who should hold regular meetings at different locations in their jurisdiction on the lines of Pension Adalat:

(iii) Each bank should establish a toll-fee dedicated pension-line manned by trained persons with access to the database to answer queries, note-down and redress complaints, etc;

(iv) Bank’s internal inspections of its branches should include specific points such as, delays in the start of pension, payments of Dearness Relief, correctness of pension/ family pension etc;

(v) Nodal Officer/ Inspection Officers should randomly contact the pensioners who visit the branch during inspection and check on the quality of service provided or any problem faced by the pensioners;

(vi) Regular training sessions for bank personal dealing with pension maters may be organized in consultation with the concerned Government Department.

Further, the Government advises all Public Sector Banks to attend to the issues concerning pensioners on priority. As and when any grievance of a pensioner is received, the matter is taken up with the concerned bank for expeditious and effective redressal of the same.

This information was given by the Minister of State for Finance Shri Namo Narain Meena in a written reply to a question raised in Rajya Sabha today.
